On September 17th, 2024, Chaplain Blackwell presented the proposal to the Cleveland City Council, where it was met with full support and unanimous approval. With City approval and God’s favor, plans were set in motion to establish a cross that would stand as a visible reminder of faith, hope, and God’s presence over the city. Chaplain Blackwell emphasizes, “This Cross is not about religion, it’s about our relationship with Father God.”
